Bunkering Operations - Quality & Quantity

This seminar will focus on two key issues that impact bunkering operations worldwide, with a focus on Singapore, the world's highest volume and most important bunkering centre.
BIMCO will introduce the Seminar, supported by speakers representing the Maritime and Port Authority of Singapore, Singapore Standards Agency, SPRING, and leading bunkering experts.
ISO 8217 -
Quality issues will feature the latest revision of international quality standard, ISO 8217, which is currently undergoing close scrutiny but is due to be published (and go live) in July 2010. Some of the proposed revisions are highly controversial and the debate is already raging about certain parameters which now may not make it into the final revision.
Forensic Examination - Toxic waste and exotic contaminants are propelling environmental issues to the fore in some parts of the world. The seminar will look at how forensic examination is being used to detect potentially dangerous and highly damaging contaminants in marine fuels and attempt to explain how (and from where) these contaminants are seeping into the bunker stream.
Environment - Environmental issues will also be covered, from a quality viewpoint in terms of environmental legislation and important incoming regulations, as will emissions trading.
Residual v Distillate - The seminar will examine how suppliers and buyers will be affected by the residual fuels versus distillates debate,and look at developments in the debate on particulate matter.
The Case for Bunker Metering - In terms of quantity issues, the case for bunker metering will look at why shipowners are now fitting meters to eliminate quantity disputes and increase efficiency. Suppliers, barge and terminal operators are now following suit and work is underway to create a Singapore Standard for metering. An in-depth debate will bring together the key players in metering to investigate the impact on the industry.
